Melbourne: Four, not seven, is the "magic number" when it comes to items of information the mind can cope with before confusion sets in.

A new analysis by a leading Australian psychiatrist challenges the long-held view of psychological lore of seven being the number, suggesting it might actually be four.

In 1956, American psychologist George Miller published a study in the influential journal Psychological Review arguing the mind could cope with a maximum of only seven chunks of information.

The study paper, "The Magical Number Seven, Plus or Minus Two.

Some Limits on Our Capacity for Processing Information", has since become one of the most highly cited psychology articles and has been judged by the Psychological Review as its most influential paper of all time.

However, University of New South Wales (UNSW) professor of psychiatry Gordon Parker says a re-analysis of the experiments used by Miller shows he missed the correct number by a wide mark.

Writing in the journal Acta Psychiatrica Scandinavica, Parker says a closer look at the evidence shows the human mind copes with a maximum of four 'chunks' of information, not seven.

"So to remember a seven numeral phone number, say 6458937, we need to break it into four chunks: 64, 58, 93, 7.

Basically four is the limit to our perception.

"That's a big difference for a paper that is one of the most highly referenced psychology articles ever - nearly a 100 percent discrepancy," Parker said in a statement.

Parker says the success of the original paper lies "more in its multi-layered title and Miller's

evocative use of the word 'magic'," than in the science.

He said 50 years after Miller there is still uncertainty about the nature of the brain's storage capacity limits: "There may be no limit in storage capacity per se but only a limit to the duration in which items can remain active in short-term memory".

"Regardless, the consensus now is that humans can best store only four chunks in short-term memory tasks," he says.

Perhaps recognising the importance which technology holds today and its potential going forward, Finance Minister, Mr P. Chidambaram at the annual bankers' conclave (Bancon) in Pune, outlined the Government’s strategy to shift most transactions to the electronic mode. The Government is pushing "mobile banking" in its endeavour to provide those in the rural areas the opportunity to access their "Aadhar accounts" even if banks are not around nearby. 

Very soon, as bank account holders you will be able to access your accounts, transfer funds, check balances and request for a cheque book, by simply dialing *99# from even the most basic GSM mobile phone handset, irrespective of the cost, operating system and telecom provider. While some lenders have already rolled out similar services, *99# will be a universal code to access account details across all banks. 

This similar to the system used in pre-paid phones to check balances. As a user, all that you require to operate your bank account is numerical literacy. It is noteworthy that since the system is not based on SMS or GPRS connectivity, there’s no charge levied on you. What sets apart the *99# initiative (which is the brainchild of the National Payment Corporation of India) from other mobile telephony services currently offered is that the *99# connectivity is under the Unstructured Supplementary Service Data (USSD) platform where each dial-in results in a live connection with the bank's server. 

We are of the view that, with the introduction of this facility banks and telecom companies have come together at the industry level, and this in turn would infuse ease by which bank account holders transact. Moreover, majority of the users are availing GSM service and thus strategy is well targeted as well. However, we think that the mainstay of this electronification strategy is intended to link "Aadhar" numbers with bank accounts, and to ensure that those who do not have an account open one as well, so that Government benefits such as pension, scholarships and subsidies can be transferred directly to individual accounts.

Regarding your querry how to write e-mail in tamil.
If your system is  Window -7 the following procedure will help you to set up tamil font in your
computer and you can type tamil

Go  to Control Panel    search for Region and Language
Click the Region and Language.  A small window will open where you can see English (USA or UK)
click the arrow - you can see no. of languages.  See Tamil and click it. Then in that window
you can see in the right hand corner (bottom) additional settings and click it. Your set up is over and close
the control panel. In the Desktop  Main  page in the bottom right hand corner near date and time
you can see EN .If you click it you can see English (UK or USA) and Tamil (India). If you click tamil
you will get tamil  fonts if you type any button ( i.e. h j k l : " c v b  n m ?)  on your keyboard.
To see the onscreen key board  go to start button and click it and write on screen board in the
search box .You can see on screen board and click it you will get on screenboad on your desktop window
and by clicking tamil in the bottom right hand cornor of the desktop window your on screen board will show tamil fonts.

Gmail users can now send attachments up to 10GB

New Delhi: If you are not happy with Google's 25MB file attachment limit in Gmail, then Google's latest announcement should definitely make you glad. Google has now announced to integrate Google Drive into Gmail, thereby allowing users to insert files from Drive directly into an email without leaving their Gmail.

With Drive, users can now send files up to 10GB, which is 400 times larger than what a user sends as a traditional attachment. Also, because a user is sending a file stored in the cloud, all recipients will have access to the same, most-up-to-date version.

"Gmail will also double-check that your recipients all have access to any files you're sending. This works like Gmail's forgotten attachment detector: whenever you send a file from Drive that isn't shared with everyone, you'll be prompted with the option to change the file's sharing settings without leaving your email. It'll even work with Drive links pasted directly into emails," said Phil Sharp, Product Manager, Google, in a blog post.

தமிழகத்தின் மின் பற்றாக்குறை என்பது இன்றைய தேதியில் சுமார் 4000 - 4500 மெகாவாட்டாக இருக்கிறது. 2013 ஆம் ஆண்டில் இந்தப் பற்றாக்குறை 5000 - 5500 மெகாவாட்டாகவும், 2014 இல் இது 6200 மெகாவாட்டாகவும், 2015 இல் இது 7300 மெகாவாட்டாகவும் கூடியிருக்கும் என்பது மின் நிபுணர்களின் கணிப்பு.

இந்த சூழ்நிலையில், தமிழகத்தில் அரசுக்கு சொந்தமான மூன்

று மின் உற்பத்தி நிலையங்கள் பழுதடைந்த நிலையில் கேட்பாரற்றுக் கிடக்கின்றன. மின் உற்பத்தியைத் தொடங்கும் நிலையில் உள்ள மூன்று புதிய மின் உற்பத்தி நிலையங்களை (என்ன காரணத்திற்கோ) இன்றைய நெருக்கடியான காலகட்டத்திலும் மின்சாரத்தை உற்பத்தி செய்ய விடாமல் தமிழ்நாடு அரசு நிறுத்தி வைத்திருக்கிறது.

தமிழ்நாடு மின்வாரியத்துக்கு சொந்தமான குத்தாலம் (தஞ்சைமாவட்டம்), வழுதூர் 1 மற்றும் 2 (ராமநாதபுரம் மாவட்டம்) ஆகிய எரிவாயு மின் நிலையங்களில் அடிக்கடி எந்திரங்கள் பழுதடைவதும், பல மாதங்களுக்குப் பழுது நீக்கப்படாமல் இருப்பதும் வாடிக்கையாக இருக்கிறது. குத்தாலம் மின் நிலையம் 101 மெகாவாட் திறனையும், வழுதூர் 1 மற்றும் 2 மின் நிலையங்கள் 95 மற்றும் 92 மெகாவாட் திறனைக் கொண்டிருகின்றன. இந்த மூன்று மின் நிலையங்களுமே முழுமையாக செயல் பட்டால் 288 மெகாவாட் மின்சாரத்தை உற்பத்தி செய்ய முடியும்.

இன்றைய தேதியில் இந்த மின் நிலையங்கள் பழுதடைந்துள்ளன. அவற்றின் பழுது நீக்கப்படாமல் அவற்றின் மின் உற்பத்தி முடங்கிக் கிடக்கிறது. அவற்றில் உள்ள பழுதை நீக்க பல மாதங்களாகத் தமிழக அரசு முயற்சி எடுக்க மறுத்து வருகிறது. இதனால் கிட்டத்தட்ட 288 மெகாவாட் மின்சாரத்தை நாம் இழந்து கொண்டிருக்கிறோம். இந்த மின்நிலையங்கள் அன்றாடம் உபயோகிக்க வேண்டிய இயற்கை எரிவாயுவிற்காக, மின் உற்பத்தி செய்யப்படாமல் இருக்கும் இந்தக் காலகட்டத்திலும் ஒவ்வொரு நாளும் 71 லட்ச ரூபாயை தமிழ்நாடு மின் வாரியம் GAIL நிறுவனத்திற்குக் கட்டிக்கொண்டிருக்கிறது.

2007 இல் வட சென்னை மற்றும் மேட்டூர் மின் நிலையங்களில் 2X600 மற்றும் 1X600 என்ற 1800 மெகாவாட் திறனுள்ள அனல் மின் உற்பத்தி அலகுகளை அமைக்க REC நிறுவனத்தின் உதவியுடன் தமிழ்நாடு அரசு திட்டமிட்டது. வடசென்னை முதல் அலகிற்கான பணி 2008 பிப்ரவரியில் துவங்கியது. அதன் கட்டுமானப் பணி 2011 மே மாதத்தில் நிறைவு பெற வேண்டும். அதுபோலவே வடசென்னை இரண்டாவது அலகின் பணி 2008 ஆகஸ்டில் தொடங்கியது. 2011 நவம்பர் மாதம் அது முடிவடைய வேண்டும். வடசென்னை திட்டத்தைப் போலவே, மேட்டூர் மின் நிலையத்தில் திட்டமிடப்பட்ட 600 மெகாவாட்டிற்கான பணி 2008 ஜூன் மாதம் தொடங்கியது. 2011 செப்டம்பரில் அது நிறைவு பெற வேண்டும். இவை அனைத்தும் ஏற்கனவே உள்ள மின் நிலையங்களில் மேற்கொள்ளப்படும் விரிவாக்கத் திட்டங்கள்தாம் (expansion plans) என்பதால் இவற்றை அமைத்து, இயக்க குறைந்த காலமே போதுமானது.

சென்னையின் அருகே உள்ள வள்ளூரில் 3X500 மெகாவாட் மின் உற்பத்தி நிலையத்தினை மத்திய அரசு நிறுவனமான NTPC-யின் துணையுடன் நிறுவ 2002 ஆம் ஆண்டில் தமிழக அரசு ஒப்பந்தம் செய்துகொண்டது. இதன் உற்பத்தித் திறனான 1500 மெகாவாட்டில் 1041 மெகாவாட் மின்சாரம் தமிழகத்திற்குக் கிடைக்கும் என்பது உடன்படிக்கை. ஆனால் இந்தத் திட்டம் 2007 ஆம் ஆண்டு வரை கிடப்பில் போடப்பட்டது. கடைசியில், 2007 ஆகஸ்டு மாதம் அதன் கட்டுமானப் பணிகள் தொடங்கின. 2010 அக்டோபரில் முதல் அலகும், 2011 மார்ச்சில் இரண்டாவது அலகும், 2012 செப்டம்பரில் மூன்றாவது அலகும் உற்பத்தியைத் தொடங்க வேண்டும்.

இன்றைய தேதியில், மேட்டூரில் உள்ள 600 மெகாவாட் அலகும், வடசென்னையின் இரண்டாவது அலகான 600 மெகாவாட்டும், வள்ளூரில் உள்ள முதலாவது அலகான 500 மெகாவாட்டும் முடிவடைந்துள்ளன. 2012 மார்ச் – மே மாதங்களில் அவை முழுமையாக பரிசோதனை செய்யப்பட்டு மின்சாரக் கட்டமைப்பில் இணைக்கப்பட்டுள்ளன (synchronised). எனினும் என்ன காரணத்தினாலோ தமிழக அரசு அவற்றில் இருந்து மின்சாரத்தை உற்பத்தி செய்வதை நிறுத்தி வைத்திருக்கிறது. இதன் காரணமாக, நாம் 1547 மெகாவாட் மின்சாரத்தை இழந்து நிற்கிறோம்.

ஆக, தமிழக அரசு நினைத்தால் இன்றே 1835 மெகாவாட் மின்சாரத்தை (1547 + 288) உடனடியாக உற்பத்தி செய்ய முடியும். இந்த மின்சாரம் அரசுக்கு சொந்தமான மின் நிலையங்களில் உற்பத்தி செய்யப்படும் மின்சாரமாதலால், தனியாரிடம் இருந்து வாங்கும் கொள்ளை விலை மின்சாரத்தைப் போலல்லாமல் குறைந்த விலையில் கிடைக்கும் மின்சாரமாகும். எனினும், தமிழக அரசு இந்த மின்சாரத்தை உற்பத்தி செய்வதைத் தட்டிக் கழித்து வருகிறது.

நெய்வேலி லிக்னைட் கார்ப்பரேஷனும், தமிழ்நாடு மின்சார வாரியமும் இணைந்து தூத்துக்குடியில் 2 X 500 மெகாவாட் மின் உற்பத்தி அலகுகளை நிறுவும் பணியினை 2008 மே மாதத்தில் துவக்கின. முதலாவது அலகு ஜூன் 2013 இலும், இரண்டாவது அலகு மார்ச் 2012 இலும் உற்பத்தியைத் தொடங்கியிருக்க வேண்டும். இந்தத் திட்டத்திலிருந்து தமிழகத்திற்கு சுமார் 387 மெகாவாட் மின்சாரம் கிடைக்கும். ஆனால், இந்தப் பணியும் நிறைவேற்றப்படாமல் காலம் கடத்தப்பட்டு வருகிறது.

நெய்வேலியில் உள்ள முதலாவது மின் நிலையத்தின் விரிவாக்கமான 2 X 250 மெகாவாட் மின் உற்பத்தி அலகுகளில் இருந்து தமிழ்நாட்டிற்கு 225 மெகாவாட் கிடைக்க வேண்டும். மத்திய அரசின் கட்டுப்பாட்டில் முடிக்கப்படாமல் இருக்கும் இந்த மின் உற்பத்தி அலகுகளை துரிதமாக முடிக்க வேண்டும் என்ற கோரிக்கையை இன்றுவரை தமிழக அரசு வைக்காமல் இருக்கிறது.

ஆந்திர மாநிலம் சிம்மத்ரி அனல் மின் நிலையத்தின் 1000 மெகாவாட் திறனுள்ள முதல் இரண்டு அலகுகளில் இருந்து தமிழகத்துக்குக் கிடைக்க வேண்டிய 190 மெகாவாட் மின்சாரத்தை (காட்கில் ஃபார்முலா) சட்டத்திற்குப் புறம்பாக மத்திய அரசானது ஆந்திர மாநிலத்திற்கே தாரை வார்த்திருக்கிறது. எனினும் இந்த 190 மெகாவாட் மின்சாரத்திற்கான தனது உரிமையை தமிழக அரசானது மத்திய அரசிடமிருந்து கேட்டுப் பெற இன்றளவும் முயற்சி செய்யவில்லை.

ஆக, தமிழக அரசின் எதிர்மறை நடைமுறை காரணமாக, இன்று நாம் கிட்டத்தட்ட 2025 மெகாவாட் (1835 + சிம்மத்ரி 190) மின்சாரத்தை இழந்து நிற்கிறோம். இந்தத் திட்டங்களை சரியாக கையாண்டாலேயே இன்றைய பற்றாக்குறையான 4000 மெகாவாட்டில் பாதியை சரிசெய்துவிட முடியும். என்றாலும்கூட , இதற்கான நடவடிக்கைகளை எடுக்காமல் பிரச்சினையை முற்றவிட்டு, தமிழக மக்களைக் கடும் துயரில் ஆழ்த்தி அரசு வேடிக்கை பார்த்துக் கொண்டிருக்கிறது.

தனக்கு சொந்தமான மின் நிலையங்களில் இருந்து குறைந்த விலையில் உற்பத்தி செய்ய முடிகின்ற மின்சாரத்தை உற்பத்தி செய்யாமல், கூடுதல் விலையில் தனியாரால் விற்கப்படும் மின்சாரத்தை வாங்கினால் ஒழிய தமிழகத்தின் மின்சாரப் பற்றாக்குறையைத் தீர்க்க இயலாது என்ற வாதத்தை அது முன்வைத்து வருகிறது. இதோடு சேர்த்து, கூடங்குளம் அணு மின் நிலையம் நிறைவேற்றப்படாமல் இருப்பதுதான் தமிழகத்தின் மின்சாரப் பற்றாக்குறையைத் தீர்க்க முடியாமல் இருப்பதற்கான காரணம் என்றும் கூறி வருகிறது. தமிழக அரசின் இந்த வாதம் தவறானது.

கூடங்குளத்தில் உள்ள வி.வி.இ.ஆர் 1000 வகை அணு உலையின் அதிகபட்ச இயங்கு திறன் 80% ஆகும். அதாவது பிரச்சினைகளின்றி அது இயங்கினால் 800 மெகாவாட் மின்சாரத்தையே அதனால் உற்பத்தி செய்ய முடியும். இவ்வாறு உற்பத்தி செய்த மின்சாரத்தில் அதன் கடல் நீர் உப்பகற்றி ஆலைகளை இயக்குவதற்கே சுமார் 100 மெகாவாட் மின்சாரம் தேவைப்படும். அணு உலையின் இயக்கத்திற்கும், அது தொடர்பான மின் இயந்திரங்களின் இயக்கத்திற்கும் (auxillary consumption) மேலும் ஒரு 100 மெகாவாட் தேவைப்படும். எனவே, அணு உலையில் இருந்து கிடைக்கப்போவது என்னவோ 600 மெகாவாட் மின்சாரம்தான். இதில் தமிழகத்திற்குக் கிடைக்கவேண்டிய பங்கு 46.25% என்பதால் இதில் இருந்து இறுதியில் கிடைக்கப்போவது 277.5 மெகாவாட்தான். மின்சாரம் கடத்தப்படும்போது ஏற்படும் கம்பி இழப்பான 22% போக, கடைசியில் வெறும் 216 மெகாவாட் மின்சாரத்தைத்தான் இந்த அணு உலையில் இருந்து தமிழகம் பெற முடியும்.

இந்த 80% உற்பத்தித் திறனை அணு உலையினால் அது இயங்கத் தொடங்கிய முதல் நாளிலேயே அடைந்துவிட முடியாது. அந்த நிலையை எட்ட இரண்டு ஆண்டுகளுக்கும் மேலாக ஆகும் என்பதுதான் உலகின் பிற பகுதிகளில் இயங்கிக் கொண்டிருக்கும் அணு உலைகளின் அனுபவம். எனவே. கூடங்குளம் அணு மின் நிலையமானது முதல் இரண்டு ஆண்டுகளில், அதாவது 2015 ஆம் ஆண்டுவரை, அதன் 30-40% உற்பத்தித் திறனிலேயே இயங்க முடியும். இதன்படி, தமிழகத்தின் பங்கான 46.25% என்பதை வைத்துக் கணக்கிட்டால், ஒவ்வொரு அணு உலையில் இருந்தும் சுமார் 138 இல் இருந்து 185 மெகாவாட் மின்சாரத்தைத்தான் 2015 ஆம் ஆண்டு வரையிலுமே தமிழகத்தால் பெறமுடியும். இதில், கம்பி இழப்பான 22% ஐ கழித்து விட்டால் கிடைக்கப்போவதென்னவோ 108 இல் இருந்து 145 மெகாவாட்தான். இரண்டு அணு உலைகளும் இணைந்தே மின்சாரத்தை அளித்தாலும் கூட, தமிழகத்திற்கு வெறும் 216 இல் இருந்து 290 மெகாவாட்தான் கூடங்குளம் அணு மின் நிலையத்திலிருந்து கிடைக்கப் போகிறது.

எனவே, உற்பத்தி தொடங்கப்படாமல் தமிழக அரசால் (ஏதோ காரணத்தால்) நிறுத்தி வைக்கப்படப்பட்டுள்ள 2025 மெகாவாட் திறனுள்ள மின் நிலையங்களில் மின்சாரத்தை உற்பத்தி செய்வதற்கான நடவடிக்கையைத் தமிழ்நாடு அரசு போர்க்கால ரீதியில் உடனடியாக எடுக்க வேண்டும்.

கடுமையான மின்சாரப் பற்றாக்குறைக்கான மற்றொரு காரணமாக இருப்பது, மின்சாரத்தினை சமுதாயத்தின் அனைத்துத் தரப்பினருக்கும் சமமாகப் பங்கிட்டுக் கொடுக்காமல் இருக்கும் (equitable distribution) மாநில மின்சார ஒழுங்குமுறை ஆணையத்தின் நடவடிக்கையாகும். “மின் பற்றாக்குறை இருக்கும் காலத்தில் மின்சாரத்தினைப் பங்கிட்டுக் கொடுக்கும் அதிகாரத்தினை” மின்சாரச் சட்டத்தின் பிரிவு 23 ஆனது மாநில மின்சார ஒழுங்குமுறை ஆணையத்திற்கு வழங்கியுள்ளது.

மின்வெட்டு மற்றும் மின் விடுமுறைக்கான காலம் தொடர்பான அரசின் அறிவிப்புகள் பயனீட்டாளர்களைக் கட்டுப்படுத்தாது; மின்சார ஒழுங்குமுறை ஆணையத்தின் ஒப்புதல் இருந்தாலன்றி அந்த உத்தரவுகளை அமல் படுத்த முடியாது.

2012 மார்ச்-ஏப்ரல் மாதங்களில் தமிழக அரசால் அறிவிக்கப்பட்ட மின்விடுமுறை மற்றும் 40%-க்கு உயர்த்தப்பட்ட மின்வெட்டை எதிர்த்து உயர்நீதி மன்றத்தில் 600-க்கும் மேற்பட்ட வழக்குகள் தொடுக்கப்பட்டன. அத்தனை வழக்குகளையும் ஒழுங்குமுறை ஆணையத்தின் விசாரணைக்கே உயர்நீதி மன்றம் திருப்பி அனுப்பிவிட்டது.

அதுபோன்றே, 2008 ஆம் ஆண்டு அக்டோபரில் தமிழக அரசு 40% மின்வெட்டை முதல்முறையாக அமல் படுத்தியபோது ஒழுங்குமுறை ஆணையம் அதற்கான அனுமதியை வழங்கவில்லை. இதன்காரணமாக ஐந்து வார காலத்திற்குத் தமிழ்நாடு மின்வாரியம் தமிழக அரசின் உத்தரவை அமல்படுத்த முடியவில்லை. இறுதியில், அரசின் உத்தரவில் பல மாற்றங்களைச் செய்து ஒழுங்குமுறை ஆணையம் மின்வெட்டிற்கான உத்தரவிற்கான அனுமதியை அளித்தது.

அரசின் தலையீடு இல்லாமலேயே மின்சாரத்தினைப் பங்கீடு செய்து கொடுப்பதற்கான அதிகாரத்தினை ஒழுங்குமுறை ஆணையம் பெற்றுள்ளது. தற்போது தமிழகத்தில் நிலவும் பாரபட்சமான மின்வழங்கு முறையில் ஒழுங்குமுறை ஆணையம் சுயமாகவே தலையிட்டுத் தன் கடமையை நிறைவேற்றியிருக்க வேண்டும். ஆனால், அது தன் கடமையை ஆற்றவில்லை.

பாரபட்சமான மின்வழங்குதல் என்பதைக் கீழ்க்கண்ட காரணங்களைக் கொண்டு புரிந்து கொள்ள முடியும்:

• சென்னை மாநகரம் மட்டுமே தமிழகத்தின் மொத்த மின்சாரத்தில் 25%-க்கும் மேலாக எடுத்துக் கொள்கிறது. தமிழகத்தின் பிற பகுதிகள் 14-16 மணி நேரம் மின்சாரம் இல்லாமல் தவிக்கும் பொழுது சென்னை மாநகரத்தில் மட்டும் 23 மணி நேரம் மின்சாரம் வழங்கப்பட்டு வருகிறது.

• மிக உயர் மின் அழுத்த இணைப்புக்களைப் பெற்றுள்ள (110 மற்றும் 230 கே.வி.) மின் இணைப்புகள் 800 மெகாவாட் வரை மின்சாரத்தை எடுத்துக் கொள்கின்றன. இவற்றிற்கு 24 மணி நேரமும் மின்சாரம் வழங்கப்பட்டு வருகிறது.

• 31 பன்னாட்டு நிறுவனங்களுக்கு 24 மணி நேரமும் மின்சாரம் அளிக்கப்பட்டு வருகிறது. இதற்காக பகிர்ந்தளிக்கப்படுவது 218 மெகாவாட் மின்சாரமாகும்.

• பெரிய வணிக நிறுவனங்கள் விளம்பரத்திற்காகவும், அலங்காரத்திற்காகவும் அதிக அளவு மின்சாரத்தினை எவ்விதக் கட்டுப்படும் இன்றி பயன்படுத்தி வருகின்றன. அதுபோன்றே குளிர்சாதன வசதியையும் அவசியத்திற்கும் மேலாகப் பயன்படுத்தி வருகின்றன.

• உயர்மின் அழுத்த மின் இணைப்புகளுக்கு 40% மின் வெட்டு உள்ளது. மேலும், மாலை 6 மணியில் இருந்து 10 மணி வரை உள்ள காலத்தில் 10% க்கும் மேல் மின் பளுவை எடுக்கக் கூடாது என்பதற்கான தடையும் உள்ளது. இதன்மூலம் 2200 மெகாவாட் அளவிற்கு மாலை நேரத்தில் மின்பளு குறைந்திருக்க வேண்டும். அப்படியானால், மாலை 6 மணியில் இருந்து 10 மணி வரை தமிழகத்தில் மின்வெட்டு (load shedding) இருக்கக் கூடாது.

• திரைப்பட அரங்குகள், ஐஸ் ஃபேக்டரிகள் மற்றும் டீ எஸ்டேட்டுகளுக்கு மின்வெட்டில் இருந்து விலக்கு அளிக்கப்பட்டுள்ளது.

• புதிதாக வரும் மிகப்பெரிய வணிக நிறுவனங்கள் ஒவ்வொன்றும் முழுமையான குளிர் சாதன வசதிக்காக 5 மெகாவாட் அளவிற்கான மின்சாரத்திற்கான மின் இணைப்பைக் கேட்கின்றன. இது தடையின்றி வழங்கப்பட்டும் வருகிறது.

சென்னையைத் தவிர்த்த தமிழகத்தின் பிற பகுதிகளில் உள்ள சிறு-குறு தொழில்கள் 16 மணி நேர மின்வெட்டால் முடங்கிப் போய்விட்டன. வழங்கப்படும் 8 மணி நேர மின்சாரமும் மனம்போன போக்கில் அரை மணி நேரத்திற்கும், ஒரு மணி நேர நேரத்திற்கும் வழங்கப்பட்டு வருவதால் இந்த 8 மணி நேர மின்சாரத்தையும் சிறு-குறு தொழில்களாலும், விவசாயத்தாலும் பயன்படுத்த முடியாத சூழ்நிலை உள்ளது.

இந்த நிலை, அடித்தட்டு மக்களின் வாழ்க்கையைப் பெருமளவு சீரழித்து விட்டது. இதன் பிரதிபலிப்புதான் இன்று பல்வேறு இடங்களில் மக்கள் போராட்டங்களாக வெடித்திருக்கின்றது. அரசும், ஆணையமும் இது எதையும் இன்றுவரை பொருட்படுத்தவில்லை. இப்பிரச்சினையைத் தீர்க்க, பாதிக்கப்பட்டுள்ள மக்கள் கீழ்க்கண்ட கோரிக்க்கைகளை முன்வைக்க வேண்டுகிறோம்:

• பழுதடைந்த மூன்று எரிவாயு மின் உற்பத்தி நிலையங்களையும், உற்பத்தி தொடங்கத் தயாராயுள்ள மூன்று அனல் மின் நிலையங்களையும் எந்த வித சாக்குப் போக்கும் கூறாமல் உற்பத்தி தொடங்க தமிழக அரசையும், மின்வாரியத்தையும் வலியுறுத்த வேண்டும்.

• இருக்கும் மின்சாரத்தைத் தமிழக மக்களிடையே நியாயமான அடிப்படையில் பிரித்தளிக்க இனி மேலாவது ஒழுங்குமுறை ஆணையம் செயல்பட்டு தன் கடமையை நிறைவேற்ற வலியுறுத்த வேண்டும்.

தமிழ்நாடு மின்துறைப் பொறியாளர்கள் அமைப்பு இப்பிரச்சினையில் தமிழக மக்களுடன் இணைந்து பணியாற்றத் தயாராயிருக்கிறது.

This happened on TAM airlines.

A 50-something year old white woman arrived at her seat and saw that the passenger next to her was a black man.

Visibly furious, she called the air hostess.

"What's the problem, ma?" the hostess asked her

"Can't you see?" the lady said - "I was given a seat next to a black man. I can't seat here next to him. You have to change my seat"

- "Please, calm down, ma" - said the hostess
"Unfortunately, all the seats are occupied, but I'm still going to check if we have any."

The hostess left and returned some minutes later.

"Madam, as I told you, there isn't any empty seat in this class- economy class.
But I spoke to the captain and he confirmed that there isn't any empty seats in the economy class. We only have seats in the first class."

And before the woman said anything, the hostess continued

"Look, it is unusual for our company to allow a passenger from the economy class change to the first class.
However, given the circumstances, the commandant thinks that it would be a scandal to make a passenger travel sat next to an unpleasant person."
